After getting blown up, soldiers had to use their personal cell phones to literally Google local hospitals to take the casualties to. The person responsible for the mass casualty plan - was sent to Jordan and didn't brief anyone on the plan.
It was clear from the beginning that the US did not have sufficient resources in place when the war started. As more stories come out, the magnitude to which we were unprepared will become more clear.
