At the time of writing, it is highly unlikely that the warning is referring to a Ukrainian attack. The nature of the potential target and past “Duty to Warn” events like this make it more likely that the warning is referring to an impending terror operation.
Whether or not Russia blames the attack on Ukraine does not hold weight on the implementation of ICD-191.
