Hezbollah is active in the pilot areas defined under the Israel-Lebanon framework agreement, operating under civilian cover and in limited quantities. Through local elements it is conducting damage control, gathering intelligence and establishing a foothold, all under the radar and exploiting the Lebanese army's reluctance to confront it.
A Lebanese political figure from the anti-Hezbollah camp told Kan News: "The Lebanese state is not doing what is incumbent upon it; if everywhere Israel withdraws from, Hezbollah enters, it only shows how critical the issue of disarming Hezbollah is even before the Israeli withdrawal."
