Israel's Shin Bet has approved 3,000 Gazan laborers to work on the construction of "New Rafah," but Hamas is blocking them from reaching the site. The areas in question have been cleared and are under IDF control. Hamas is also tightening its control over Gaza's economy and intimidating merchants, while American reconstruction plans remain stalled.
