MORNING WATCH — OCTOBER 15

Russia has built a major drone base in just six weeks. Commercial ships are being attacked in NATO territorial waters. And the Gulf war is now disrupting international diplomacy.

Five things to watch this morning:

🇷🇺 RUSSIA — A new drone threat.

Satellite imagery reveals a nearly completed 0.9 km² launch facility near Millerovo, with eight launch positions potentially intended for Russia's faster, jet-powered Geran drones. Its operational capacity remains unconfirmed.

🌊 BLACK SEA — Seven sailors missing.

Two tankers were struck by drones in Romanian territorial waters. Bucharest has not established who launched the drones. NATO is closely monitoring the situation. (Article 4 is considered).

🇺🇦 UKRAINE — The energy war resumes.

Ukrainian drones struck Russia's Ryazan refinery after renewed Russian attacks on Ukraine's power grid. Meanwhile, Ukrainian defense sources say Starshield connectivity has been restored following restrictions that disrupted drone operations.

🇮🇷 GULF — The precision-strike campaign.

At least 135 Iranian and allied attacks on 84 infrastructure sites since February. Critical components of energy facilities, ports and pipelines have been damaged, sometimes causing disruption far beyond the immediate impact.

🇸🇦 SAUDI ARABIA — Diplomacy disrupted.

The EU-Gulf summit scheduled for October 24 in Riyadh has been postponed. Continued Houthi attacks and the closure of Riyadh's international airport are now affecting major diplomatic events.
