The head of the IAEA must settle prior debts before any nuclear talks or inspections take place, Iranian Foreign Ministry spokesperson Baqaei said.
He added that the agency chief took no position on U.S. and Israeli attacks on Iran's nuclear sites, and that neither talks nor inspections are underway yet.
